MOTABAQAH AS AN AUTHORIZED CERTIFICATION BODY BY SASO TO FACILITATE SAUDI QUALITY MARK (SQM) LICENSE SERVICE
The Saudi Quality Mark (SQM) is a conformity mark owned by the Saudi Standards, Metrology and Quality Organization (SASO). The process conforms that the products manufactured in a facility under an effective and Management System to ensure continuous compliance to Saudi Standards.
The process to obtain and maintain the SQM License involves evaluation of the product’s compliance to the SASO Granting Procedures, Saudi Technical Regulations and SASO approved product specifications.
Granting of license required Initial and Surveillance audits of the production facility to evaluate the Manufacturer’s production process and quality system. The validity of the SQM License is 3 years.
In addition to facilitating the conclusion of export agreements with foreign countries, the smooth entry of goods through customs ports, and raising the competitiveness of Saudi products.
SASO declared those mandatory products to have the SQM prior to their export to the KSA market or approval required in Government construction sectors:

⦁ Ceramic Tiles
⦁ Reinforcement Steel bars or Plain rods
⦁ Ready-mix Concrete
⦁ Aluminum Composite Panels
⦁ Power Extension Cord Sets
⦁ Electric Switches ,Plugs & Sockets
Note: Electrical products should have G-Mark certificate mandatory for low-Voltage categories of electrical product in addition to Quality Mark.

SASO as regulatory authority has developed procedures for the manufacturers to follow are called SASO granting procedures for mandatory products and some Non-mandatory products for each sector. Granting procedures will define the product specifications to be followed including the granting of Quality Mark License and costing structure. Motabaqah has commitment to adopt and implement the procedures during the process of Technical Study and Audit visits. Motabaqah will be on one call step to assist the manufactures.
All Foreign manufacturers willing to export their products to KSA market, require to have SASO Quality Mark Certificate for the mandatory products. To obtain the SQM certificate / License, the companies to register through SASO’s Maneh portal (Maneh (saso.gov.sa)). The portal will guide the manufacturers to register and apply for SQM request and application at following link.

⦁ The manufacturer will register the company through Jeem portal.
⦁ Request to be filled by manufacturer by selecting the product from the list available in portal.
⦁ Submit the request to SASO and fulfill all the required documents and Pay the application fee to SASO.
⦁ Preliminary Study of documents will be followed by SASO team.
⦁ Technical Study by authorized nominated body (Motabaqah) by SASO.
⦁ Audit visit of the manufacturer’s facility to ensure the QMS & Production lines as per regulatory standard requirements.
⦁ Audit Report submission to SASO by Nominated Body with subjective evidences.
⦁ SASO review committee review and recommendation
⦁ Granting of license and to use the logo on granted products.

The SASO Quality Mark License awarded to the manufacturer will have a validity period of 3 years from the date of granted.
To ensure the implementation of Quality Management System and consistent production of quality products, there will be two surveillance audits on completion of 1st and 2nd years.
Manufacturers has right to add their products by applying expansion of the scope through Jeem portal at any time during validity of the QM license.
